New research by The Global Retirement Report revealed the best country for pensioners in 2025. The study evaluated 44 countries worldwide that offer passive income visas or retirement residence permits, analysing factors such as economics, taxes, quality of life, safety and integration.

While Europe came first in quality of life and healthcare, American countries were the strongest in tax efficiency, and Asia was praised for its warm climate and affordable living. Patricia Casaburi, CEO at Global Citizen Solutions, said: “This year’s ranking is led by Portugal, Mauritius, Spain, Uruguay, and Austria, countries that excel across our six sub-indexes and set the gold standard for international retirement migration.”
